Mouse tools are tools whose functions are mapped to a particular mouse button. Window/Level, Zoom, Pan are examples of such tools. The button to which the function is assigned is indicated in the tooltip of the toolbar button. To use mouse tools, simply.

Ctrl-Mouse Wheel |

Note that because there are now so many items on the toolbar, you can change the toolbar to wrap around horizontally so all the items on the toolbar are visible. By default, the toolbar only ever shows one row of buttons with the rest residing in a "spillover". Alternatively, you can also use menu and toolbar customization to hide tools which are less frequently used.
1 The mouse buttons and shortcuts listed are only the factory default assignments. You may configure the actual mouse buttons and shortcuts via menu and toolbar customization.
